The idea of connecting Russia and Alaska with a bridge over the Bering Sea was first proposed by Henry Charles Carey, an economist who worked closely in the administration of Abraham Lincoln. Carey proposed it at a convention of railroad enthusiasts and saw it as a way of connecting the United States to Russia during the process of industrialization. Carey was famous for linking slavery to “the English system” in his famous pamphlet “A Harmony of Interests.”
